The two-cover system

What goes into the technical cover and the financial cover of a Karnataka tender, which K/W documents use two covers and which one, how they are opened, why a price anywhere in the technical cover is fatal, and a document-by-document list for Cover 1.

From ₹50 lakh upward, every works tender in Karnataka uses two covers (Rule 28 of the KTPP Rules, and the K/W-3 and K/W-4 documents). Cover 1 proves you may do the work. Cover 2 says what you will charge. They are opened at different times, by rule, and the whole point is that nobody sees a price until they have decided, on paper, who is qualified.

Cover 1: the technical bid

Everything the qualification section asks for, and nothing about price. A typical list for a K/W-3 road work:

  • Registration: the PWD registration book, valid on the closing date, in the class the notice names.
  • Identity and tax: PAN, GST certificate, latest IT returns, sometimes EPF and ESI numbers.
  • Experience: completion certificates for similar works, from the client's engineer, showing the completed value.
  • Turnover: the CA's certificate with audited statements or returns, for the years the document names.
  • Tender capacity: the calculation on the tender's own format, with the list of works in hand countersigned by an Executive Engineer.
  • Quantities, equipment and personnel: the year's quantities from certified works; ownership or lease proofs; engineers' CVs and degree certificates.
  • EMD and tender fee: payment receipts from the portal; an EMD instrument valid 45 days beyond the bid validity.
  • Declarations: the not-blacklisted affidavit, acceptance of tender conditions, and in a reserved tender the category certificate.
  • Corrigenda acknowledged: every corrigendum signed and uploaded, when the document asks.
  • The tender document itself, every page digitally signed, when the department wants it.

Cover 2: the financial bid

Only the price. On KPPP this is usually an online form: for a percentage-rate tender, one figure (so much percent above, below or at par); for an item-rate tender, a rate against every BOQ line, with the total computed. Some tenders also ask for a signed price schedule PDF. Nothing else goes in.

How the opening goes

  1. Technical opening, at the time in the notice: Cover 1 of every bid is opened on the portal. The opening summary lists the bidders and what each submitted.
  2. Technical evaluation: an officer or committee checks each bid against the criteria and records responsive or non-responsive, with reasons. Bidders may be asked to clarify a document; they may not add a missing one after closing, though practice on minor omissions varies by department.
  3. Financial opening, notified to the responsive bidders: Cover 2 of those bids only is decrypted and opened. The portal publishes the prices and the ranking.

One cover below ₹50 lakh

K/W-1 (below ₹20 lakh) and K/W-2 (₹20 lakh to ₹50 lakh) use a single cover: documents and price together, opened at once on the day the tender closes. The same discipline applies: the evaluator still checks eligibility before looking at price, and a missing document still loses. K/W-1 is the lightest gate in the system, registration in the named class and tender capacity, which is why the first tenders a Class IV contractor wins are usually K/W-1 works.

Preparing Cover 1 as a habit

Nine of the ten documents above are the same for every tender you will bid this year. Keep them as clean, named PDFs (each page legible, under the portal's size limit, dated within the validity the tender asks). What changes per tender is the experience certificate you pick, the tender capacity sheet, the EMD receipt and the corrigenda. What is the difference between technical bid and financial bid?
The technical bid (Cover 1) contains the documents proving eligibility: registration, experience, turnover, EMD, declarations. The financial bid (Cover 2) contains only the price. Cover 1 is opened first for everyone; Cover 2 only for those who qualify.
Can I add a missing document after the closing date?
Not as a right. Evaluators may seek clarification of a submitted document; a document that was not submitted at all generally cannot be added, and the bid is treated as non-responsive. Some departments allow minor omissions to be cured; do not rely on it.
Which Karnataka tenders use a single cover?
