What is a government tender, really?

A tender is a public competition to do a job for the government. Here is why the government cannot just hire someone, how the competition works, and what it means for you as a first-time bidder in Karnataka.

Suppose a village road in Haveri has broken up, and the Public Works DepartmentKPWDThe Karnataka Public Works, Ports and Inland Water Transport Department. Roads, bridges and government buildings, and the department whose contractor registration most others accept.Read in the glossary → has ₹40 lakh sanctioned to rebuild it. The engineer knows three good contractors. Why can he not simply call one of them and give him the work?

Because it is not his money. It is public money, and the law says public money must be spent in a way that anyone can check. So instead of choosing a contractor, the engineer announces the work: what it is, what the department estimates it will cost, the dates, and who may apply. Any contractor who qualifies sends in a sealed price. The prices are opened together, in public, and the lowest qualified offer wins. That announcement, and the competition it starts, is a tender.

The three things a tender always has

  • A buyer. A government department, a corporation like a city municipality, a board, a university. In Karnataka most of the volume comes from PWD, the Panchayat Raj engineering wing, the irrigation corporations and the urban local bodies. Chapter 2 introduces them.
  • A scope and an {{estimate|estimate}}. The work is described item by item, and the department has already worked out what it should cost from its published rate book. Your quote is measured against that number.
  • Rules that bind everyone. Who may bid, what documents to attach, how much deposit to pay, and the exact date and time the window closes. The rules come from the KTPP ActKTPP ActThe Karnataka Transparency in Public Procurements Act, 1999, and its Rules of 2000. Why tenders feel harder than they are

The first tender document you open will be sixty pages of clauses, forms and abbreviations. It looks designed to keep you out. It is not; it is designed so that nobody can be let in quietly. Every clause exists because somebody once argued about it. Once you know the twenty words that matter, the same sixty pages take twenty minutes.

Who wins a tender

Not the best-connected bidder, and not the cheapest bidder either. The winner is the lowest bidder among those who qualified. Qualification comes first: your registration class, your experience, your turnover, your deposit, your documents. Only the bidders who clear that gate have their prices opened, and among them the lowest price, called L1L1 (lowest bidder)The bidder with the lowest evaluated price among those who qualified technically. This order matters more than anything else in this course. A beginner's bid usually fails at the gate, not on price. A perfectly priced bid with one missing certificate is not a near miss; it is never read.

What a tender is not

  • Not a job application. Nobody interviews you. The documents speak, and the price decides.
  • Not a negotiation. Under Karnataka law the department may negotiate only with L1, and only downwards. There is no round two for everyone else.
  • Not a promise of work. A tender can be cancelled before award for reasons that have nothing to do with you: funds withdrawn, estimate revised, too few bids. It happens. Chapter 3 shows where.

Frequently asked

Is a tender the same as a quotation?
No. A quotation is an informal price the department may collect for very small purchases (works up to ₹5 lakh in Karnataka). A tender is the formal, published process required above that limit, with fixed dates, deposits and public opening.
Can an individual bid on a Karnataka government tender, or must it be a company?
An individual can. Most Class IV and Class III PWD contractors in Karnataka are sole proprietors. What matters is registration in the right class, a PAN, a GSTIN and the certificates the tender asks for, not the legal form.
Do I need to pay anything to see a tender?
No. Tender notices and documents are free to read on KPPP and on BiddingView. Costs begin only when you bid: a tender fee and the EMD.
