Renewal, penalties, and moving up a class
When to renew a Karnataka PWD contractor registration, what it costs, the penalty for renewing late (double, triple, cancelled), the 90-day grace for missing documents, and how to move from Class IV to III, II and I.

Registration is valid for five years. The Code is generous about renewing it on time and severe about renewing it late. Both halves are worth knowing before the date is near.
Renewal on time
- Apply a month before expiry on the same form PWF-14 (para 256.2). The office is to dispose of renewals within 30 days.
- Fee: ₹2,000 for Class II, ₹1,500 for Class III, ₹1,000 for Class IV (para 256.1). The Code's table does not list a Class I renewal fee; ask the zone.
- Documents: the checklist's renewal column, which is the new-registration set plus your old card. The Code softens two rows: work certificates need not be insisted on at renewal (256.2), and solvency is produced once in five years (256.4). Bring them anyway.
- Missing a document is not fatal. The office may not delay a timely renewal for an omitted document (256.3) and can grant up to 90 days to produce it (256.5). Fail to produce it inside the grace and the renewal cancels automatically.

The money is small. The real cost is the tenders you cannot bid for while the card is expired: registration must be valid on the closing date. Put the expiry in your phone five years early.
Confidential reports
Para 257.3 says divisions send a confidential report on each contractor (form PWF-19) to the registering authority every year, and renewals are judged on suitability. Slow work, abandoned contracts and liquidated damages find their way into that report. The best renewal application is five years of finished works.
Moving up a class
An upgrade is a new application in the higher class, at that class's office, with that class's documents and fee, plus your old card as the checklist's "old registration" row. There is no shortcut and no waiting period. What gates it is the certificates: one work of ₹10 lakh for Class II, ₹25 lakh for Class I on the office checklist, with the matching turnover and solvency.
The practical ladder looks like this. Class IV on a sub-contract certificate. Two or three years of village and division works to earn an EE's certificate of ₹2 lakh and a ₹10 lakh turnover: Class III at the circle. A couple of ₹10 lakh to ₹50 lakh works: Class II at the zone, and with it statewide reach. Class I when a single work has crossed the bar.
